Modified Flexible Complementing Scheme - DoPT clarification regarding Degree of M.Sc.(Ele) & M.Sc.(App Ele)

It has been decided to include degrees of M.Sc. (Electronics) and M.Sc. (Applied Electronics) as subjects under Engineering equivalent to Bachelor's Degree in Engineering. - DoPT's clarification regarding qualification for Scientist for Modified Flexible Complementing Scheme.  The contents of DoPT letter:-

Subject: Modified Flexible Complementing Scheme - regarding qualifications for Scientists.



Reference is invited to the instructions on Modified Flexible Complementing Scheme for Scientists issued in this Department OM No. AB.14017/37/2008-Estt. (RR) dated 10th September, 2010 based on the recommendations of the 6th CPC. The guidelines prescribe the qualifications for Scientists as under:-


Scientists & Engineers
Persons who possess academic qualification of atleast Master's Degree in Natural/Agricultural Sciences or Bachelors Degree in Engineering/Technology/Medicine and hold scientific posts defined in the guidelines.

2. References have been received in this Department seeking clarifications as to whether M.Sc. (Electronics) and M.Sc. (Applied Electronics) falls within the applicable qualifications of Modified FCS. The issue has been examined by this Department in consultation with Department of Science & Technology. It has been decided to include degrees of M.Sc. (Electronics) and M.Sc. (Applied Electronics) as subjects under Engineering equivalent to Bachelor's Degree in Engineering.

Subject: Recognition of Service Association of Employees of Non-Statutory Departmental Canteens/Tiffin Rooms of Central Government Offices under CCS (RSA) Rules 1993.

The undersigned is directed to say that the matter regarding granting of recognition to the Associations representing Non-Statutory Departmental Canteens Employees has been under consideration of this Department for quite some time. The question of formation of separate Association of Canteen employees was earlier considered in 2003 and taking into account various factors, it was decided that there may not be separate Association exclusively for Canteen employees and they may be represented through Associations formed by other comparable categories of employees. This decision was circulated vide 0.M No. 27/2/96-Dir.(C) dated 20.2.2003. Subsequently, based on various representations received, and taking into account the fact that Canteen employees are a unique and distinct category of employees of Central Government, their cadre structure, pay and allowances and career prospects are also different from other Group 'C' & 'D' employees of the Secretariat & Attached/Subordinate Office, it was decided to invite applications from Associations/Unions of employees working in the Non-Statutory Departmental Canteens/Tiffin Rooms of Ministries/ Departments/Offices etc of the Central Government who wish to seek recognition under CCS (RSA) Rules 1993. On the basis of application received for recognition and keeping in view the requisite criteria for recognition as stipulated in CCS (RSA) Rules, 1993 it has been decided by the competent authority to grant ad-hoc recognition to the following association subject to the condition that ad-hoc recognition would cease after one year if verification through check off system is not completed during the period.

Subject: Risk Allowance to Central Government employees - clarification reg.

Reference in invited to this Department’s O.M. No.21012/01/2008-Estt.(Allowance) dated 18th June, 2012 wherein the grant of Risk Allowance was extended at the then existing rates beyond 30.06.2012 and upto 31.12.2012. Subsequently, vide this Department’s OM. No.21012/01/2010-Estt. (Allowance) dated October 18, 2012 the rates of Risk Allowance were revised with effect from 1st September, 2008, implying that grant of Risk Allowance would be at revised rates w.e.f. 1st September, 2008 onwards. Hence, there is no need for issuing separate instructions continuing payment of Risk Allowance beyond 31.12.2012.

This issues with the approval of Joint Secretary (Establishment).

Sub:-Duties and responsibilities of Multi Tasking Staff — regarding. 

Sir,
DoPT vide its OM No. AB-14017/6/2009-Estt (RR) dated 30.04.2010 has issued the following duties & responsibilities of the M.T.S:-

  1. Physical maintenance of records of section. 
  2. General cleanliness & upkeep of the Section/Unit. 
  3. Carrying of files & other papers within the building.
  4. Photocopying, sending of FAX etc.
  5. Other non-clerical work in the Sections/Unit.
  6. Assisting in routine office work like diary, dispatch etc. including on computer.
  7. Delivering of Dak (inside & outside the building)
  8. Watch & ward duties.
  9. Opening & closing of rooms.
  10. Cleaning of rooms.
  11. Dusting of furniture etc.
  12. Cleaning of building, fixture etc.
  13. Work related to his ITI qualification, if it exists
  14. Driving of vehicles, if in possession of valid driving license
  15. Upkeep of parks, lawns, potted plants etc.
  16. Any other work assigned by superior authority.

The above list of duties is only illustrative and not exhaustive. Deptt. is free to add to the list, duties of similar nature ordinarily performed by officials at this level. All the field offices of the organization may use it and take necessary action in the matter.

Subject: Extension of RTI web portal for online filing of RTI application.

In continuation of this Department's O.M. of even number dated 22/04/2013, it is intimated that the facility of RTI online web portal has been extended to 37 Ministries/Departments of Government of India, so far (list enclosed). This facility would be extended to all the remaining Ministries/Departments of Government of India with effect from 21 st August, 2013. This facility is presently not proposed to be extended for field offices/attached/subordinate offices.

2. It is again requested that training to all the CPIOs and First Appellate Authorities (FAAs) may be provided by the concerned Ministry/Department, through the officials trained by DoPT/NIC. If required, further training can be provided by DoPT/NIC, on the request of the concerned Ministry/Department. User name/password to all the CPIOs and FAAs are to be provided by RTI Nodal Officers of the concerned Ministry/Department. It is imperative that the RTI Nodal Officers update the details of CPIOs/FAAs in the system and issue user name and password to them at the earliest.

3. The contents of this OM may be brought to the notice of all concerned.

Subject : Combined Section Officers’/Stenographers’ (Gr.’B’/Gr.I) Limited Departmental Competitive Examination 2009, 2010 & 2011- allocation of candidates – regarding.

The undersigned is directed to say that the final result of the Combined Section officers/Stenographers’ (Grade B/Grade 1) Limited Departmental Competitive Examination, 2009, 2010 & 2011 in the grade of Section Officer of CSS has been declared by UPSC on 24.07.2011 and is available on the website of UPSC . As per Rotational Transfer Policy for CSS Officers, on promotion, an official of the CSS at any level, shall be posted Out
of the Ministry/Department if he/she has served in the same Ministry/Department in any capacity for a period exceeding the prescribed tenure for the promotion post vide this Department’s 0M No. 21/2/2009-CS.I(P) dated 8th April, 2010.
2. All the cadre units are, therefore requested;

ROLE OF THE DEPARTMENT AND ITS OTHER ATTACHED OFFICES.
Department of Personnel & Training
The role of the Department of Personnel & Training can be conceptually divided into two parts, In its large nodal role, it acts as the formulator of policy and the watch-dog of the Government ensuring that certain accepted standards and norms, as laid down by it, are followed by all Ministries/Departments, in the recruitment, regulation of service conditions, posting/transfers, deputation of personnel as well as other related issues. Towards this end, guidelines are issued by it for the benefit of all Ministries/Departments and it monitors the implementation of these guidelines. It also advises all organizations of the Central Government on issues of personnel Management. At a more immediate level, the Department has the direct responsibility of being the cadre controlling authority for the IAS and the three Secretariat Services in the Central Secretariat. The Department also operates the Central Staffing Scheme under which suitable officers from All India Services and Group ‘A’ Central Services are selected and then placed in posts at the level of Deputy Secretary/Director and Joint Secretary, on the basis of tenure deputation. The Department also deal with cases of appointment to posts of Chairman, Managing Director, full-time functional Director/Member of the Board of Management of various Public Sector Undertakings/ Enterprises, Corporations, Banks and financial institutions. It also deals with the assignment of Indian experts to various developing countries. It is also responsible for formulation and coordination of training policies for the All India and Central Services and providing support for the capacity building of State Government officials

Recruitment Agencies
The two organizations through which the Department ensures recruitment of personnel for the Government are the Union Public Service Commission (UPSC) and the Staff Selection Commission (SSC).. The former is constituted under a provision of the Constitution and is responsible for conducting examinations for appointment to the higher civil services and civil posts under the Union Government; including recruitment to the All India Services. There is a mandatory provision for consulting the Commission on all matters relating to methods of recruitment, principles to be followed in making promotions and transfers from one service to another and on all disciplinary matters. The SSC is responsible for making recruitment to subordinate staff such as Assistants, Stenographers etc. The office of the UPSC is located in Dholpur House, New Delhi, while that of the Staff Selection Commission is located at the CGO Complex, Lodhi Road, New Delhi.
Training Division
Training Division is responsible for coordinating the implementation of National Training Policy which was adopted in April 1996. The Department also sponsors a number of training programmes on a variety of subjects for different categories of Central and State Government employees. Training Division also develops and undertakes capacity building initiatieves under special packages for different levels of State Government officials. Training Division provides assistance for upgradation of the training infrastructure of State Government Training Institutions. It is responsible for the development of resource persons as trainers in different skills of training and maintains a database of trainers. It facilitates the development of training material and also coordinates with Training Institutions all over the country. The Training Division organizes a number of long term training programmes in public policy in leading management institutes in India for the officers of the Central and State Services. The foreign training scheme for the Central and State Government Officers, other than selection, is administered by the Training Division. A new scheme of mandatory Mid-Career Training for IAS officers is also being administered by the Training Division
Two major training institutions directly under the administrative control of the Department are the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussorie and the Institute of Secretariat Training and Management (ISTM), JNU Campus, New Delhi. The former is mainly responsible for providing induction training to recruits to the Indian Administrative Service and other All India Services and Central Services. The Institute of Secretariat Training and Management provides induction as well as in-service training to members of the Central Secretariat Service. The Indian Institute of Public Administration, New Delhi which is an autonomous organization, is also being funded partly by the Training Division.

OFFICE MEMORANDUM

Subject: Delegation of power to relax the educational qualification for appointment in the personal staff of Union Ministers — regarding.

The undersigned is directed to refer to this Deptt’s O.M.No.8/5/98-CS.II dated 23.10.2001 wherein it is clarified that ‘the educational/skill qualification for personal staff of Ministers should be similar to the corresponding/comparable posts in the Government and as per the directions of Hon'ble Prime Minister, there will be no relaxation in the educational and skill qualification for the personal staff of Ministers.

2. This Department had been receiving many references from various Ministries/Departments for appointment of officials in the personal staff of Ministers in relaxation of prescribed educational qualification. In order to curb the delay in appointment of persons in the personal staff of Ministers seeking relaxation of educational qualification, the matter has been re-examined and it has been decided with the approval of Hon'ble Prime Minister to delegate the power for relaxation of educational qualification for appointment of officials in personal staff of Union Ministers as under:

(i) The power to relax the educational qualification for appointment as Peon in the personal staff of Union Minister is delegated to the respective Ministry.

(ii) The power to relax the educational qualification for appointment to posts other than Peon in the personal staff of Union Ministers has been delegated to Cabinet Secretary.

3. As regards para 2(ii) above, it is clarified that the Ministries/Departments are required to submit the proposal to this Department (CS-II Division) for seeking relaxation of educational qualification for appointment of officials to posts other than the post of Peon in the personal staff of Union Ministers for obtaining concurrence of Cabinet Secretary.

4. All the Ministries/Departments are requested to take the above mentioned guidelines into consideration before forwarding any proposal for appointment of officials in the personal staff of Ministers.
